Guidelines for Labeling Cosmetics under Cosmetic Rules

Labeling cosmetics is a crucial part of regulatory compliance to ensure transparency, consumer safety, and adherence to the law. In India, the Drugs and Cosmetics Act, 1940, and its associated Cosmetics Rules, 2020, govern the labeling requirements. Here’s a comprehensive guide to labeling cosmetics under these rules:

Mandatory Requirements for Cosmetic Labels

1. Product Name and Description
  • Clearly mention the product name and its intended use (e.g., moisturizer, shampoo).
  • The name should align with the purpose of the product as stated on the packaging.
2. Manufacturer’s Details
  • Name and complete address of the manufacturer, including the city, state, and pin code.
  • If manufactured under a license, mention the license number and issuing authority.
3. Net Quantity
  • Specify the net quantity (weight, volume, or count) of the product in metric units (e.g., grams, milliliters).
4. Batch Number
  • Every cosmetic product must include a batch number for traceability.
5. Date of Manufacture and Expiry
  • Clearly state the date of manufacture (Month/Year).
  • Include the expiry date or “best before” date, which indicates the shelf life of the product.
6. List of Ingredients
  • Use INCI (International Nomenclature of Cosmetic Ingredients) names for uniformity.
  • Arrange ingredients in descending order of their concentration in the product.
  • Specify the percentage of active ingredients, if applicable.
7. Directions for Use
  • Provide clear instructions on how to use the product safely and effectively.
8. Warnings and Precautions
  • Include warnings for products with specific usage instructions (e.g., “Avoid contact with eyes,” “For external use only”).
  • Highlight potential allergens, if any.
9. Country of Origin
  • For imported cosmetics, specify the country of origin.
10. MRP (Maximum Retail Price)
  • o Mention the MRP, inclusive of all taxes, as per the Legal Metrology (Packaged Commodities) Rules, 2011.

Additional Requirements for Special Categories

1. Imported Cosmetics
  • Include the name and address of the importer along with the original manufacturer.
  • Ensure compliance with registration certificate numbers issued by CDSCO (Central Drugs Standard Control Organization).
2. Claims and Certifications
  • Avoid misleading claims like “100% chemical-free” unless scientifically validated.
  • Display certifications (e.g., cruelty-free, vegan, organic) only if supported by proper documentation.
3. Packaged Cosmetics
  • For small packages, include at least the product name, manufacturer details, batch number, and expiry date.

Language Requirements

  • All mandatory labeling information must be provided in English, but local languages can also be included for accessibility.

Prohibited or Restricted Claims

  • Refrain from using claims such as “treats,” “cures,” or “heals,” as these imply medicinal properties.
  • Avoid making unsubstantiated claims that could mislead consumers.
