One of the first questions every founder asks a manufacturer is simply: what will this cost me? It is a fair question, and an honest answer is that the per-unit price is only part of the picture. Here is what actually makes up the cost of manufacturing a cosmetic product in India.
1. The formulation
If you choose a ready, stability-tested base through private label manufacturing, formulation development costs little or nothing — you are using a formula that already exists. If you want something exclusive, custom formulation and R&D carries a development cost, because a chemist works on your brief, iterates on samples and runs stability checks.
The ingredients themselves matter too. A basic glycerin-based moisturiser and a serum built on encapsulated retinol are not remotely comparable on cost. Actives, fragrance quality and natural or certified-organic inputs all move the number.
2. Packaging — usually bigger than founders expect
For many products, packaging costs as much as or more than what is inside it. A basic HDPE bottle is inexpensive. Airless pumps, glass jars, dropper bottles, custom-moulded caps, printed cartons and premium label stock are not. Packaging is also where minimum order quantities bite hardest, because component suppliers have their own minimums.

3. Order quantity
Per-unit cost falls as volume rises. At Ivotic, MOQ starts from 1,000 pieces and varies by product and packaging. Ordering 1,000 units of a face wash will cost more per bottle than ordering 10,000 — the setup, cleaning and changeover effort on a production line is largely the same either way.
The right first order is rarely the cheapest per unit. It is the quantity you can realistically sell within a sensible window.
4. Testing, licensing and documentation
Cosmetics in India are regulated under the Cosmetics Rules, and nutraceuticals under FSSAI. Depending on your product you may need stability testing, microbiological testing, and correct label declarations. 5. What we would tell you to budget for first
Think in terms of a first production run rather than a per-unit price: formulation or sampling, packaging components, the production batch itself, label design and printing, and testing or documentation. Founders who plan all five avoid the most common failure — a beautiful product that cannot legally be sold, or a packaging bill that arrives as a surprise.
